At their meeting on April 20, the Committee members considered that the draft resolution No. 2347 "On imposition of moratorium on raising prices and tariffs for housing-public utility services, natural gas and electric energy consumed by the population."
The draft law offers to initiate raising prices and tariffs for housing-public utility services, natural gas and electric energy consumed by the population prior to January 1, 2016 to ensure raising of living standards for the population to the level corresponding to current inflation and the level of consumer prices.
The Committee decided to recommend that the Verkhovna Rada of Ukraine send this draft resolution to its authors for further update.
The Committee members also considered the draft law No. 3420 "On introduction of silence procedure during assignation of housing subsidies."
The draft law offers to settle the issue of determination of the term for silence procedure during assignation of housing subsidies, which cannot exceed six months. The draft law also offers to suspend the silence procedure in cases of no grounds for assignation of subsidies; however, the funds excluded from the housing-public utility services cost are not collected from the citizens. The silence procedure cannot be applied by owners (lessees) of apartments with the total area of 80 square meters, and residential houses with the area of 120 square meters. At that the said restrictions will not be applied for small family homes and large families.
The Committee decided to recommend that the Verkhovna Rada of Ukraine send the draft law to its authors for update.
The people's deputies also considered the draft law No. 3313 "On amendments to some Laws of Ukraine" (as to privileges for housing-public utility services).
The draft law offers to resume privileges for housing, housing-public utility services, fuel cost for war veterans, persons having special labor merits to Ukraine, victims of nazi persecutions, persons born in time of war, large families, teachers of out-of-school educational establishments, miners.
The Committee decided to recommend that the Verkhovna Rada of Ukraine reject the draft law No. 3313.
In absence of the authors, the people's deputies decided to suspend the consideration of draft laws Nos. 4301 and 4301-1.
The Committee considered the conclusion of the Accounting Chamber of Ukraine on results of the audit of application of subventions for redemption of debts in difference in tariffs.
As a result of the consideration, the Committee decided to address other Cabinet of Ministers of Ukraine and the Ministry of Finance of Ukraine requesting information about the measures taken by the Government to redeem the debts for difference in tariffs.
