Chairperson of the Verkhovna Rada of Ukraine Andrii Parubii opened the morning plenary meeting of the Parliament.
Andrii Parubii said: "A historical event took place yesterday — the European Commission suggested that the European Parliament and the Council of the European Union introduce visa-free regime for the citizens of Ukraine. That is a remarkable achievement, first of all for those millions of Ukrainians, who took to Maidan Nezalezhnosti square with mottos saying 'Ukraine is Europe!' That is a significant achievement of our heroes, who are currently protecting our country in the frontline outside the population centers of Shyrokyne, Avdiivka, Pisky, Schastia," Chairperson of the Verkhovna Rada of Ukraine Andrii Parubii said in his opening speech at the parliamentary meeting on Thursday, April 21.
Parubii noted that the Verkhovna Rada of Ukraine of VIII convocation has done its best to adopt all the draft laws required for the introduction of the visa-free regime for Ukraine.
Parubii informed that on April 20, the Central Election Commission registered people's deputies of Ukraine elected in snap parliamentary election in national multi-mandate constituency on October 26, 2014 — Valerii Karpuntsov, Oleh Vilikin, and Maksym Savrasov, who were included to the election list of the Petro Poroshenko Bloc party. Other two people's deputies — Yaroslav Yednak and Khvich Meparishvili were included to the election list of the People's Front party.
The newly elected people's deputies took the oath at the Verkhovna Rada of Ukraine.
The Verkhovna Rada of Ukraine adopted the draft law "On amendments to some legislative acts of Ukraine" (as to health care and organ transplant) as a basis.
The draft law offers to amend the legislation to improve the system of transplant service of Ukraine.

The draft law No. 2309a-д mainly aims to reform the national health system of Ukraine in order to create a network of state-owned and municipal medical establishments with sufficient level of independence to provide the population with effective and timely medical services.
During the elaboration of the draft law, its authors used the findings of a pilot project implemented in compliance with the Law of Ukraine "On order of reformation of national health system in Vinnytsia, Dnipropetrovsk, Donetsk regions and in Kyiv city."
The Verkhovna Rada of Ukraine adopted the Resolution "On recommendations of parliamentary hearings entitled 'On health care reform in Ukraine'."
The Ukrainian Parliament approved the recommendations of the parliamentary hearings entitled "On health care reform in Ukraine," having urged the Cabinet of Ministers of Ukraine to inform before December 1, 2016 the Verkhovna Rada of Ukraine about the status of implementation of the recommendations of respective parliamentary hearings approved with this Resolution.
The recommendations of the parliamentary hearings include and systematize the proposals of people's deputies of Ukraine, bodies of state power and local self-government bodies, representatives of medical sector, international experts and non-government organizations, which were presented on December 16, 2015.

The Verkhovna Rada of Ukraine adopted the draft law "On amendments to Law of Ukraine "On status and social protection of citizens-victims of Chornobyl NPP disaster" (as to elimination of discrimination of citizens-liquidators of other nuclear accidents, participants in nuclear tests or in military drills with use of nuclear weapons).
The legislative act expands the Law of Ukraine "On status and social protection of citizens-victims of Chornobyl NPP disaster" for persons-liquidators of other nuclear accidents, participants in nuclear tests or in military drills with use of nuclear weapons and provides such persons with respective privileges and compensations envisioned by the said Law.

The Verkhovna Rada of Ukraine adopts the draft law "On amendments to Law of Ukraine "On natural gas market" as a basis.
The draft law offers to put Section 6, Article 12 of the Law of Ukraine "On natural gas market" in new wording that will oblige suppliers to create reserve stock of natural gas worth 10% of the expected monthly volume of natural gas supplies for consumers for the every following month.
