In his report on the draft law No. 3840, Chairperson of the Subcommittee on Local Self-Government Yu.Bublyk said that the draft law proposes to remove from the list of authorities of executive bodies of the village, town and city councils ensuring of receiving vocational education in state and municipal secondary and technical vocational schools.
The speaker noted that the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat in its conclusion dated March 29, 2016 No. 16/3-395/3840, having no objections to the removal of authorities of local self-government bodies, which are not supported with financial resources, simultaneously stresses that instead of full removal from the authorities of executive bodies of the village, town and city councils of ensuring of receiving vocational education they should transfer these authorities to the delegated ones. Taking the above into consideration, the Office proposes to return the draft law to its author following the consideration in the first reading.
The Subcommittee Chairperson also familiarized those present with the opinion of the All-Ukrainian Association of Local Self-Government Bodies “Association of Cities of Ukraine," which in its letter dated February 3, 2016 No.5-26 supported the draft law-proposed amendments to the legislation of Ukraine.
Following the discussion, the Committee members recommended that the Parliament, in accordance with Item 1, Section 1 of Article 114 of the Verkhovna Rada of Ukraine Regulations, adopt the draft law as a basis following its consideration in the first reading.
