In order to form principals of the state policy in the field of ensuring cyber security of Ukraine, draft law No.2133a proposes to determine main real and potential cybernetic threats to the national security of Ukraine, main directions of the state policy and basic functions of bodies responsible for the protection of national security in this sphere and also to introduce into the legislation new terms, namely "cyber security" and "cyberspace."
The draft law proposes to make corresponding amendments to several laws, including the Code of Ukraine on Administrative Offences, the laws of Ukraine "On Investigative Activities," "On the Security Service of Ukraine," "On Counterintelligence Activity," "On Principals of the National Security of Ukraine," "On Intelligence Bodies," and "On Telecommunications."
During the discussion, the need for adopting the draft law was explained with the fact that at present, there is a situation in Ukrainian legislation that certain provisions do not spread the counterintelligence support on facilities in the communications and information technology sphere, which is important for the national security, and do not envisage the need for counterintelligence protection of information space of the country, and telecommunication system’s facilities.
