The Committee members at a meeting on April 15 examined the Draft Law "On amendments to the Law of Ukraine "On state social assistance to persons not entitled to a pension and people with disabilities" as to supporting the children of a deceased breadwinner who had not been entitled to a pension during his lifetime," No.4051.

During the discussion, it was noted that the draft law proposes to expand the list of recipients of state social assistance to persons not entitled to a pension and people with disabilities. In particular, state social assistance may be appointed to children in case of the death of a parent who had not been entitled to pension.

The draft law proposes to set the said state social assistance for children who are full-time students of secondary schools of the general secondary education system and also technical vocational, higher education institutions (including during the period between the graduation from one of these schools and entrance to another school or during the period between the completion of study at one educational level and continuation at other level, provided that such period does not exceed four months).

The draft law also defines the conditions and period for which the assistance is appointed. Thus, state social assistance will be appointed from the day following the day of death of the breadwinner, if the request for appointment has been submitted no later than 12 months following the day of the breadwinner’s death, and paid till reaching the age of majority (for students - 23 years).

The draft law offers to set the size of assistance:

for every child at the level of the subsistence minimum for persons incapable of work;

for disabled children - 200% of the subsistence minimum for persons incapable of work.

People's deputies noted that the draft law is aimed at ensuring the priority of state assistance to families with children in the general system of social protection of the population and will allow guarantee state support for those families with children who have lost a breadwinner.

Following the consideration, the Committee members decided to recommend that the Parliament adopt the draft law as a basis and in principle.
