On April 12 the head of the Ukrainian delegation in PABSEC Liudmyla Denisova took part in the 16th Alliance against Trafficking in Persons Conference on Combating trafficking in human beings for the purpose of forced criminality (Vienna, Austria).

Liudmyla Denisova on behalf of the Parliamentary Assembly of the Black Sea Economic Cooperation delivered her speech at the event, which was held under the auspices of the Organization for Security and Cooperation in Europe and dedicated to combating trafficking in human.

"Among international organizations, many of which exist for more than half a century, our Assembly is a relatively young organization. PABSEC represents interests of 12 countries of the Black Sea region and is a tool for discussing political, economic, social and cultural matters and initiatives of participating States and also for interacting with other international organizations," Liudmyla Denisova said.

She stressed that the topic of the conference is the fight against human trafficking, which is still of vital importance despite all efforts of the world community.

Liudmyla Denisova said that human trafficking expands and constantly changes its forms, and given high profitability draws into this process more and more criminal groupings, which pose a real threat to the society.

"The problem of human trafficking is complicated by one more aspect that the criminal network involves many countries either as countries of origin, destination or transit. Moreover, some countries can play three roles at one time. Therefore, elaboration of an effective strategy for combating human trafficking requires comprehensive analysis of the reasons of its emergence and mechanisms of development," she said.

In this regard Liudmyla Denisova also stressed that the relevant government bodies and NGOs need to join efforts to prevent and eradicate human trafficking. In addition, effective strategy of international cooperation in a broader scale must be worked out.

Head of the Ukrainian delegation said that the PABSEC had discussed human trafficking and elaborated corresponding recommendations.

She also noticed that some of these recommendations are not fulfilled by one of the PABSEC Member States. "In particular, the country, which is in the state of military aggression against Ukraine, ‘does not contribute to solving the problem of returning the persons taken prisoner during conflicts in the region’ (Subitem 3, Item 7 of Recommendations 35/1999 "Legal framework for combating trafficking in human")," Liudmyla Denisova said.

At the end of her speech the head of the Ukrainian delegation in PABSEC underlined that the PABSEC shares the global responsibility, concentrating its efforts on the tasks of ensuring security and prosperity of the nations, and is determined to elevate to a higher level cooperation in the fight against human trafficking.

"On behalf of the PABSEC I would like to assure you in sincere desire to work closely for the benefit of our peoples, and I am confident that it will continue developing, finding the course more filled with actions aimed at achieving the set goals, helping to strengthen the atmosphere of mutual understanding and trust, peace and stability," Liudmyla Denisova addressed the participants of the OSCE Conference.
