The draft law No. 4081 offers to provide persons going under Items 19 and 20, Section 1 of Article 6 and Paragraph 4, 6 and 8, Item 1 of Article 10 of the Law of Ukraine "On status of war veterans, guarantees of there social protection" with the state support in construction of affordable housing, which lies in state-financing of 50% of the construction (acquisition) cost and/or discount mortgage loan.
The draft law also offers to raise the interest rate of financing of loans for construction (acquisition) of affordable housing from 3% to 10% per annum if the loans are provided at the expense of budget funds by a financial institution-executor of state target program on construction (acquisition) of affordable housing.
During the discussion, it was noted that the draft law should be adopted to reform current housing programs and to bring them in line with modern conditions and to avoid deepening of problems in the construction sector, which has a direct impact on the development of the country's economy on the whole.
The Committee members noted that one of the problems the draft law is aimed at was the setting of real interest rates for use of discount interest-bearing loans attracted for acquisition of housing provided from an executor of state target program on construction (acquisition) of affordable housing.
