As noted during the discussion, the need to adopt this draft law (No. 4097) results from that the Law of Ukraine "On Moratorium to Replace the Intended Purpose of Some Land Plots for Recreational Use in the Cities and Other Settlements” expired on 17 March 2016.

According to members of the Committee, the automatic suspension of the moratorium could lead to a significant deterioration in the environmental, sanitation, recreation and sports and health-improving living conditions of citizens, as well as physical and aesthetic education of children and youth.

Therefore, it is proposed to extend the term of the moratorium from five to ten years.
