Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman had a meeting with Ceann Comhairle [the Speaker] of the Dail Eireann [the lower house (the Assembly of Ireland) of the Oireachtas (the Parliament)] of the Republic of Ireland Sean Barrett. The Parties discussed the internal reform in the Verkhovna Rada of Ukraine.

The Chairperson of the Verkhovna Rada informed that within the framework of the Memorandum on mutual understanding and cooperation signed between the Verkhovna Rada of Ukraine and the European Parliament in 2015, the Needs Assessment Mission of the European Parliament headed by Pat Cox worked at the Ukrainian Parliament. As a result of the work, the Mission has presented the Action Plan and the Roadmap during the Ukraine Week in Brussels (Belgium).

According to Groysman, the Report contained 52 clear recommendations aimed at raising efficiency of the Verkhovna Rada. Among the most important proposals there are: enhancement of parliamentary control, provision of cooperation between the Parliament and the Government, regulation of cooperation between the coalition and the opposition, settlement of the issue of deputy ethics and responsibility, lawmaking "spam," optimization of the number of parliamentary committees, etc.

The Chairperson of the Verkhovna Rada thanked Mr. Barrett for his participation in the Ukraine Week in Brussels and asked for assistance in practical implementation of that Action Plan in the Verkhovna Rada of Ukraine.

"That is one of the key reforms, which has to take place in Ukraine and touch the capacity building of the Parliament," Groysman said.

Mr. Barrett expressed support to the reformation of the Ukrainian legislature. He noted that to provide effective government, Ukraine has to clearly distribute the authorities of all branches of power. He noted the importance of independence of the public service, its political impartiality, and expressed support to successful reforms in Ukraine.
