Chairperson of the Committee Serhii Rybalka called on the National Bank of Ukraine to hold negotiations with banking associations and find a compromise variant of the schedule for increasing the minimum bank capital.

He disclosed this summing up the meeting on the prospects of development of small and medium-sized banks in Ukraine, which took place on February 26 at the relevant Committee with the participation of Deputy Chairperson of the National Bank Kateryna Rozhkova, NABU representatives and independent experts.

"Our Committee is concerned over the situation in the financial market because of the adoption by the National Bank on February 4, 2016 of Resolution No.58 (http://www.bank.gov.ua/doccatalog/document?id=27072754), which radically changes the schedule for increasing the capital of Ukrainian banks of 3rd and 4th groups to UAH 300 million by the end of this year. Therefore, these banks must find nearly USD 7 million to survive in this difficult economic situation. We believe that this is a policy aimed at artificially destroying dozens of healthy and solvent banks," said Chairperson of the Committee Serhii Rybalka.

He also stressed that all banking associations and independent experts are convinced that the majority of small and medium-sized banks are unable to implement this decision of the NBU, and have only two ways - liquidation or merger.

"Our meeting with the National Bank, associations of banking institutions and experts is aimed at finding a compromise solution. We call on the National Bank to during a week hold a dialogue with the banking community and find a compromise solution concerning setting more realistic schedule. If the National Bank will not understand us, our Committee will hold consultations with leaders of factions and independent MPs concerning amending the law in order to return the previous, more logical schedule for increasing the minimum bank capital. In such a difficult economic situation the State should support those banks that provide jobs, and pay taxes," Serhii Rybalka said.

Following the discussion they decided to hold an additional joint meeting at the Committee next week.
