The draft law (No.4056) offers to amend the Law of Ukraine "On the National Agency of Ukraine for Tracing and Management of Proceeds from Corruption and Other Offenses," which is expected to authorize the National Agency not only to keep the assets seized in criminal proceedings but also to possess, use and / or manage these assets, including the right to sell, technologically process or transfer to the management assets seized in criminal proceedings.
It is envisaged at the legislative level to fix the size of official salaries of employees of the National Agency, which would become an additional guarantee of their independence, and to eliminate internal technical inconsistencies between the provisions of this Law.
In addition, the draft law proposes to amend the Civil and Criminal Codes of Ukraine.
When working on the draft law the Committee received from the subjects of legislative initiative – people’s deputies of Ukraine 124 proposals and amendments, some of which it took into account.
Basing on numerous remarks and proposals of people’s deputies of Ukraine, the Committee excluded from the draft law provisions on the creation of a special fund of the state budget and provisions granting the right to technologically process assets seized in criminal proceedings, and also removed technical and legal inconsistencies.
