The draft law (No.3603) was elaborated to implement the Association Agreement between Ukraine on the one part, and the European Union, the European Atomic Energy Community and their Member States on the other part (Annex XXX to Chapter 6), EU Water Framework Directive (Directive No. 2000/60/EC on establishing a framework for Community action in the field of water policy as amended and supplemented by Decision No. 2455/2001/EC and Directive 2009/31/EC), the Plan of legislative support for reforms in Ukraine approved by the Verkhovna Rada of Ukraine on June 4, 2015 No. 509-VIII.
The purpose of adopting the Law is to improve the legislation of Ukraine in order to implement integrated approaches to water management and adapt the water legislation to the EU legislation.
The document proposes to introduce amendments to the Water Code of Ukraine, the Land Code of Ukraine, and the Law of Ukraine "On fisheries, commercial fisheries and conservation of water biological resources."
The draft law envisages resolving of the following issues:
Introduction of hydrographic and water management zoning of Ukraine’s territory;
Introduction of river basin management plans as a strategic document (program of measures) for the integrated management of water resources within the river basin;
Introduction of flooding risk management plans, etc.
The Committee noted that the implementation of the draft law provisions will contribute to the preservation and restoration of water resources, introduction of integrated water resources management and adaptation of the water legislation to the EU legislation.
