On February 3, under the chairpersonship of Chairperson of the Committee Iryna Heraschenko held was a regular meeting of the Committee with the participation of Deputy Minister of Agrarian Policy and Food of Ukraine O.Kovaliova.

At the meeting, the Committee members considered a number of draft laws on their compliance with the European Union law, Ukraine's commitments before the Council of Europe and in the framework of the Association Agreement between Ukraine on the one part and the European Union, the European Atomic Energy Community and their Member States on the other part.

Draft laws Nos. 3209 and 2364 were declared as not contradicting the European Union law.

Draft law No. 3209 was elaborated to improve the procedure of provision of technical specifications for connecting facilities of the potential construction to the networks of water, electric energy, and heating supply, sewerage and gas supply in cases when land plots in state / municipal ownership for development are put at land auctions, and also to establish a fair, determined in advance value of such connecting. The purpose of the draft law No.2364a is settling of the issue of compensation for non-pecuniary (non-property) damage in consumer relationships regardless of compensation for pecuniary damage.

The Committee members declared as not contradicting the international legal obligations of Ukraine, the draft law No.3201. It proposes in Article 1 of the Law "On general principles and requirements for safety and quality of food" to legally define the term "foods with reduced gluten content" and "gluten-free foods," determine the necessity for the use of corresponding labeling in case of its confirmation pursuant to the requirements of the law, and include new article 327-1 "Manufacturing and sales of diet gluten-free foods" in order to establish responsibility for providing false information when labeling the products as gluten-free.

The Committee members declared the draft law No.3327 as not corresponding to the European Agreement on Main International Traffic Arteries. At the same time, the MPs decided to address the Verkhovna Rada of Ukraine with a proposal to consider the said draft law at the plenary session together with draft laws having relation to advertising, in particular advertising on the roads. The draft law is aimed at creating conditions for the legal clearance of peculiarities of provision of land plots for motor roads, solving of unsettled problems with establishing security zones of motor roads, specification of components of motor roads, improvement of legal standards touching the use of farmlands for road construction, coordination of places of facilities location.

Draft law No.3383 was declared as those clarifications of which do not contradict the legislation of the European Union. However, at the same time the Committee members decided to address the Cabinet of Ministers of Ukraine with a request to make technical amendments in the said draft law, in particular, a clarification concerning sick animals not subject to insurance with state support.

Making of the amendments specified in the draft law is necessary to bring the law "On peculiarities of insurance of agricultural produce with state support" in line with the Law "On fisheries, commercial fisheries and conservation of aquatic biological resources," which will allow agricultural producers of the fishing industry to receive state support when insuring aquatic biological resources.

However, the people’s deputies declared as not complying with the international legal obligations of Ukraine draft laws Nos. 3548 and 2870.

Also, they made a series of remarks and proposals to the draft Law No.1765.

The Committee members addressed the representative of the Ministry of Agrarian Policy and Food of Ukraine with a proposal to initiate elaboration of programs aimed at increasing the turnover of gluten-free products, including in baby food.
