On February 16, Minister of Education of Ukraine Serhii Kvit took the floor at a meeting of the Committee with a report "On the course and results of the implementation of the Program of the Cabinet of Ministers of Ukraine in 2015."
Summing up the report of the Minister, Chairperson of the Committee Lilia Hrynevych said that the Government for all this time has been working in the conditions of military actions and the necessity to guarantee education to a significant number of internally displaced persons.
"Education and science is part of our national security to the same degree as our army," the Chairperson of the Committee said.
Lilia Hrynevych called on the executive power to more carefully elaborate decisions as then the Parliament has to correct its mistakes.
"One of these wrong decisions was made in the course of the decentralization reform. In the Law on the Budget for 2016 a significant portion of expenditures was transferred to the local level, but no one has analyzed whether the community would manage to collect enough taxes," she said.
The lack of analysis and forecasting during the preparation of the Budget for education for 2016 has driven the system of vocational technical education to the verge of destruction. To improve the situation, they had to quickly submit and adopt draft laws on amendments.
Another example of the mistaken policy is a difficult situation with the provision of textbooks.
Despite the difficulties, the Chairperson of the committee looks to the future with optimism.
"A lot of problems have accumulated, but we should move forward and avoid mistakes, which come at a high cost to the country," L.Hrynevych said.
The Committee on Science and Education decided to take into account the information of the Minister.
