The Committee members considered the draft law No. 3562 "On amendments to Law of Ukraine "On television and radio broadcasting" (as to protection of information space of Ukraine). One of the authors of the draft law — Hryhorii Hrytsak — explained the importance of the offered amendments with the necessity for legislating the punitive sanctions and the procedure of application of fines for specific violations of requirements of the effective law and license requirements by the licensees. The authors suggest setting the fines in compliance with the size of the license fee accrued for a licensee.
As a result of the discussion, the Committee approved the decision to recommend that the Verkhovna Rada of Ukraine adopt the draft law in first reading and as a basis.
Besides, the Committee considered the draft law No. 4020 "On amendments to Article 15 of Law of Ukraine "On military duty and military service" (as to military draft) submitted by the President of Ukraine. In particular, the draft law envisions the change of the term for promulgation of respective presidential decree in mass media.
Following constructive discussion of this draft law, it was decided to send it for consideration in the Verkhovna Rada Committee on National Security and Defense, as the Verkhovna Rada Committee on Free Speech and Information Policy concluded that the draft law could be recommended for adoption in first reading and as a basis.
The Committee also considered the issue "On address of provisional director general of the National Television Company of Ukraine Oleksandr Kharebin on reorganization of the Ukrtelefilm Ukrainian Studio of Television Movies." The address touches certain barriers on the way to implementation of the Law of Ukraine "On public television and radio broadcasting of Ukraine." The Committee decided to address law enforcement bodies requesting to settle the conflict. The next step will be an offsite visit of the Committee to the Ukrtelefilm.
