On February 15, the Committee members debriefed First Deputy Minister of Social Policy Vasyl Shevchenko in absence of Minister of Social Policy Pavlo Rozenko.

Chairperson of the Committee Liudmyla Denisova noted that in 2015, the Government fulfilled its social obligations in full despite colossal burden on the state budget in view of the military activities in the East of Ukraine.

At the same time, Liudmyla Denisova drew attention to some tasks non-fulfilled by the Government and executive bodies in full.

Discussing the report of the Government, the Committee members paid particular attention to the situation in the field of employment and necessity for elaboration of a comprehensive plan for overcoming unemployment. "At present, the State Employment Service has only 31,100 vacancies. Thus, the Government, in particular, the Ministry of Social Policy of Ukraine should pay particular attention to this issue," Liudmyla Denisova said.

The people's deputies noted that in 2015, the Government failed to unite the state social insurance foundations, despite the adoption of the legislative terms on establishment of the Social Insurance Fund of Ukraine starting January 1, 2015.

At that the people's deputies drew attention to the fact that as a result, in early 2016, Ukraine had three funds instead of one social insurance fund, and the reduction of expenditures for administering of the funds worth UAH 600 million did not take place.

The Chairperson of the Committee also pointed to the necessity for verification of all social payments, which is required to check accuracy of social payments provision.

The people's deputies also discussed social assistance to servicemen and other participants in the anti-terrorist operation. According to them, the central executive bodies have to focus on this.

According to Liudmyla Denisova, in 2015, a number of legislative acts, which guaranteed receipt of combatant status, status of war disabled veteran, war veterans, to volunteers, members of families of the killed, were adopted.

The people's deputies noted that in view of inopportunity of adoption of draft regulatory-legal acts by executive bodies, the implementation of the said guarantees was protracted for several months, which should not repeat in the future. Besides, they paid particular attention to the necessity for creation of automatic system for provision of privileges for ATO participants and their family members.

After the consideration, the Committee took the report of the Government into consideration and provided a number of recommendations for executive bodies.
