First deputy head of the commission Ihor Lapin told the Committee members that the Commission had already considered the following issues: if all the legislative terms were observed during the privatization of the PJSC Ukrtelecom; violations that were registered during the process of privatization (inter alia touching non-fulfillment of investment obligation by the investor); as well as the issues of national security and defense (touching the private line of special communications).
I.Lapin said that following the Commission's work, a number of measures were taken, the Commission drew attention of prosecutor's office employees to the aspects it was concerned over (in particular, the embezzlement of over UAH 300 million during creation and use of the special communication line under respective order of former president V.Yanukovych).
I.Lapin said that communication line had to be allocated and passed to the state, however, in fact it was not private but integrated one. "That means: if Ukrtelecom's communication breaks, the line breaks," he said.
The Committee members debriefed representatives of the State Property Fund (SPF) and the State Service of Special Communication and Information Protection of Ukraine.
According to the representative of the State Property Fund, the SPF and the State Service of Special Communication are currently working on acceptance of the special communication line into the state ownership. Respective commission with the participation of representatives of Ukrtelecom has been established. Today, all regulatory acts required to pass the special communication system into the state ownership are being gradually implemented.
Chairperson of the Committee Serhii Pashynskyi noted that the maximum term for implementation of this order is a month. He also suggested that the Verkhovna Rada Committee on National Security and Defense address the National Security and Defense Council (NSDC), President of Ukraine, and the NSDC Secretary requesting to control the transfer of the special communication system into the state ownership.
