The Committee meeting's participants were all members of the Cabinet of Ministers of Ukraine, who reported on the results of the work made in 2015 as well as people's deputies of Ukraine / members of the Committee, other people's deputies of Ukraine, representatives of the society and mass media.
The people's deputies of Ukraine / Committee members noted that the report of the Cabinet of Ministers of Ukraine was submitted for the first time for the whole tenure of the Verkhovna Rada of Ukraine of VIII convocation. This Government has submitted comprehensive report for 2015 in compliance with Article 228 of the Regulations of the Verkhovna Rada of Ukraine. The report corresponds to the Action plan of the Cabinet of Ministers of Ukraine approved by the Verkhovna Rada of Ukraine on December 11, 2014.
Particular focus was on the following:
- the Government launched new reforms in all sectors, in particular, in the fields of national security and defense competence of Ukraine, law enforcement, energy, economy, social sector, food supply, international aid, culture and youth;
- major achievement of the Government is the holding of reform in the field of national security and defense of Ukraine, law enforcement, partially in energy, economic and food supply sectors;
- one of the most important achievement of the Government is avoidance of Ukraine's default, timely payment of pensions and wages in conditions of permanent financing of the defense sector, restructuring of debt obligations to foreign creditors, holding of some reforms in the tax sector.
The Committee noted unacceptability of termination of the launched reforms and pointed out the necessity for their implementation by current composition of the Government as any unpredicted and unconsidered steps concerning blocking of the Cabinet of Ministers' work might entail catastrophic consequences for the economic, defense, and financial sectors.
The people's deputies of Ukraine and the ministers noted that draft laws submitted by the Cabinet of Ministers of Ukraine for consideration by the Verkhovna Rada of Ukraine required immediate adoption to implement the reforms on decentralization, development of infrastructure, health care sector, etc.
Besides, it was said that to intensify the commenced reforms and achieve required success:
- the Verkhovna Rada of Ukraine, the President of Ukraine, the Cabinet of Ministers of Ukraine, ministers, local self-government bodies have to combine efforts in fulfillment of joint tasks and introduce responsibility for the results;
- the Government and the National Bank of Ukraine have to intensify cooperation in protection of the national currency;
- the policy of encouragement of innovations in energy sector has to be continued through speedup of energy efficiency and energy saving innovative technologies' introduction;
- law enforcement and tax bodies' reformation has to be sped up to eliminate doubling of functions touching detection of economic crimes.
Taking in account the reports delivered by the members of the Cabinet of Ministers of Ukraine, and judging from the requirements of Article 228 of the Regulations of the Verkhovna Rada of Ukraine, the Committee suggests that the Verkhovna Rada of Ukraine take note of the report of the Cabinet of Ministers of Ukraine on course and results of the implementation of the Action plan of the Cabinet of Ministers of Ukraine in 2015.
