At their meeting on February 3, the Committee members considered the draft law on amendments to the Law of Ukraine "On regulation of city planning activity" as to public availability of data from the city planning cadastre.
It was noted that the draft law No. 2395a is aimed at provision of free access to the data of the city planning cadastre, which will facilitate transparency and openness of city planning activity.
The draft law offers to amend Article 22 of the Law of Ukraine "On regulation of city planning activity" as to provision of access to the data of the city planning cadastre (except for the data containing confidential information) through its publishing on the official website of respective authorized body engaged in city planning and architecture.
As a result of the consideration, the Committee decided to recommend that the Verkhovna Rada of Ukraine send this draft law for adaptation.
The people's deputies also considered the draft law No. 2584 on amendments to Article 45 of the Housing Code of the Ukrainian Soviet Socialist Republic (as to expansion of right to top-priority receipt of housing by teaching employees and scientists).
The draft law aims to enhance state support for teaching employees and scientists in receipt of housing through elimination of gaps in the effective legislation.
The Committee decided to recommend that the Verkhovna Rada of Ukraine adopt the draft law as a basis.
The Committee members discussed the draft law No. 2460 on moratorium on ejection, fining, and other penalties for housing-public utility services and their termination.
The draft law aims to protect housing and property rights of citizens, prevention from forceful sale of housing and ejection of citizens from residential premises in conditions of sudden price hikes and tariffs for housing-public utility services.
The Committee decided to recommend that the Verkhovna Rada of Ukraine send the draft law for adaptation.
The Committee also considered the draft law No. 1502 on moratorium on termination of supply water, heat, gas, electric energy and water drainage services to the population of Ukraine.
The draft law offers to impose a moratorium on limitation/termination of supply water, heat, gas, electric energy and water drainage services to the population of Ukraine, educational establishments, health care establishments, social establishments and enterprises engaged in provision of housing-public utility services.
The Committee decided to recommend that the Verkhovna Rada of Ukraine reject this draft law.
The Committee members also considered and approved the Action plan of the Committee for February-July 2016.
