According to information discussed at the Committee meeting, the legislative regulation of authorities of the Energy Commission, enhancement of its independence and professional level are integral part of the Third Energy Package of the European Union, which acquired a binding force for Ukraine in October 2011.
Besides, it was noted that the draft law No. 2966 was eyed by the Verkhovna Rada of Ukraine on January 27, 2016. In compliance with the results of its consideration, it was decided to send the draft law for examination by the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety and prepare it for repeat first reading.
The Committee established a workgroup to elaborate the new draft law eyed at the Committee meeting on February 3, 2016. The Committee recommended adoption of the draft law as a basis.
The draft law offers to set the order of formation, legal status and organization of activity of the National Commission for State Regulation of Energy and Utilities, and precise authorities of the Commission required for fulfillment of duties it is expected to fulfill.
