According to the Committee members, the draft law No. 3517 offers to amend Article 21 of the Law of Ukraine "On community redevelopment" and supplement the Law of Ukraine "On regulation of city-planning activity" with new Article 28-1 "Restrictions touching location and use of temporary structures in entrepreneur activity."
According to the Committee, a corruptogenic factor is the creation (within the said draft legislative act) of risks of excessive restrictions for receivers of administrative services, in particular: on location of not more than two temporary structures for entrepreneur activities; trading only in self-made foodstuffs and only in compliance with the list of goods and at prices set by the executive body of respective village, small town and city councils. Thus, the legislative act was declared corrupt.
