The draft law offers to amend the Laws of Ukraine "On local self-government in Ukraine," "On local state administrations" and "On military-civil administrations" in terms of the following: fulfillment of authorities of local self-government bodies by respective military-civil administrations during the anti-terrorist operation on the territory of Donetsk and Luhansk regions; disbandment of respective councils and removal of village, small town and city heads; specification of provisions on status and purpose of military-civil administrations, their organization and authorities, order of appointment of heads of military-civil administrations.
The draft law offers to envision that "military-civil administrations are legal entities of public law. Military-civil administrations of population centers take office from the day of their state registration as legal entities in the Single State Register of Legal Entities and Individual Entrepreneurs."
The draft law also offers to rule that "district and regional state administrations, which acquired the status of military-civil administrations, do not need re-registration as legal entities of public law. The official name of these bodies can be added with the name "military-civil administration" near the name in compliance with the Single State Register of Legal Entities and Individual Entrepreneurs, which will refer to their temporary status with additional authorities.
In compliance with the draft law, "the financing of military-civil administrations of population centers is provided at the expense of funds of respective local budgets; while the financing of district and regional military-civil administrations — at the expense of the funds of the State Budget of Ukraine and respective district and regional budgets."
