According to the Address, the Law of Ukraine No. 928-VІІІ "On State Budget of Ukraine for 2016" dated December 25, 2015 (the program 2805060 "Forest and hunting management, protection and guarding of forests in forest fund") envisions budget financing of UAH 66 million to maintain the facilities of nature reserve fund and state-financed institutions. It does not envision any financial support to forest and hunting management.
In 2014, the financial support of the sector made UAH 377.4 million, and in 2015 only UAH 344.6 million.
Mykola Tomenko says that absence of proper state support for the south and east of Ukraine (these regions need UAH 328.8 million) threatens natural catastrophe. He explained it saying that it is state forestry enterprises to prevent from large-scale fires. Over January-September 2015, UAH 29.8 million of budget funds was spent for anti-fire measures.
Absence of state support to project, forest-protecting and other institutions, which require the financing of UAH 93.8 million in 2016, will bankrupt them and cause loss of highly-qualified staff. Appropriate fulfillment of forestry-oriented measures will not be possible without these institutions.
The Chairperson of the Committee says it is necessary to raise the financing by UAH 422.6 million. Respective proposals were sent to the Cabinet of Ministers of Ukraine and the Verkhovna Rada Committee on Budget Affairs.
