The Committee organized and co-organized a series of round tables, seminars, conferences, forums, and carried out two committee hearings.
In the National Academy for Public Administration under the President of Ukraine on October 6, 2015 held was a round table entitled "Reforming of the civil service and legal and social protection of civil servants: experience of the Republic of Lithuania for Ukraine" with participation of people's deputies of Ukraine - members of the Committee, and a member of the Seimas of Lithuania, Prime Minister of Lithuania (1999-2000, 2008-2012) Andrius Kubilius.
Seminar-round table in the framework of the project "Rada for Europe" on the topic "Civil service reform in the context of comprehensive public administration reform in Ukraine" was held on November 2, 2015 in the Committee at the initiative of the NGO "Laboratory for Legislative Initiatives" and supported by the European Union delegation to Ukraine.
On November 5-6, 2015 held was the II Forum of local democracy "Formation of efficient communities," organized in partnership with the Association of Small Towns of Ukraine and supported by the Swiss-Ukrainian project "Decentralization Support in Ukraine” DESPRO and Folke Bernadotte Academy Project "Local Self-Government and the Rule of Law in Ukraine." The First International Scientific Conference "Regional policy: legislative regulation and practical implementation" was held on November 24-25, 2015 in the Kyiv National University of Construction and Architecture.
Committee hearings on the topic "Perfecting of legal regulation of the awards system of Ukraine" were held by the Committee on November 23, 2015. During the event, they particularly discussed the ground for depriving of state awards, opportunities for the person to refuse the award, creation of a single register of state awards, awarding procedure, awarding foreigners with the title of Hero of Ukraine, etc. The discussion ended in the Recommendations adopted by the Committee on December 23, 2015, according to which the Verkhovna Rada was recommended to continue improving legislation on state awards of Ukraine by amending the Law "On State Awards of Ukraine," to strengthen administrative responsibility for violations in the field of legal relations arising when using state awards, by amending and supplementing the Code of Ukraine on Administrative Offences, put to a broad discussion the proposal concerning improving the legislation on state awards of Ukraine.
In the context of the research into the practices and supervision over the application of laws, on December 1-2, 2015 the Committee held a field committee hearing in Vinnitsa on the implementation of the legislation of Ukraine on administrative services. The event was carried out with the support of the Project of German Technical Cooperation Bureau GiZ “Reform of municipal services in Eastern Ukraine," the Project of UNDP and the EU "Smart Practices for Oversight by Non-State Actors on Administrative Service Provision," the United States Agency for International Development (USAID) program “RADA: Responsible, Accountable and Democratic Assembly," and the Vinnytsia City Council.
The hearing should become some kind of report and presentation of best practices concerning the achievements in the field of ??administrative service provision, including legal, institutional, financial, informational, educational, and other aspects, and also a platform for setting the range of tasks the Committee, state government and local self-government bodies are charged with, in the field of reforming the system of administrative service provision.
