During the third session of the Verkhovna Rada of VIII convocation, the Verkhovna Rada Committee on State Building, Regional Policy and Local Self-Government actively worked in terms of fulfillment of control authorities within the analysis of application of legislative acts in the activity of state and local self-government bodies and their officials.
The Committee twice eyed the materials of the Counting Chamber: in particular, the information about use of the state budget funds to ensure activity of state bodies in 2013-2014 and information about results of the auditing of state budget subventions to the city budget of Kyiv for the implementation of capital's authorities in 2014.
Over the period under review, the Committee received, discussed and taken in consideration:
- addresses of specific district councils touching liquidation of districts in the frames of the administrative-territorial reform;
- proposals of the Association of Small Cities of Ukraine as to an opportunity to simultaneously provide the status of cities of regional subordination to all cities of district subordination in Ukraine;
- information from some regional councils (Zhytomyr, Ivano-Frankivsk, Kirovohrad, Kyiv, Odesa, Poltava, Khmelnytskyi, Chernivtsi) as to the establishment of unified territorial communities and calling first local elections there;
- information from the Regional Development, Construction, Housing and Public Utility Economy Ministry of Ukraine and the Central Election Commission about problems in the process of voluntary unification of territorial communities;
- information from acting head of the Donetsk regional council as to problems in further activity of local councils, their executive bodies and secretariats, village, small town, city heads on some territories in Donetsk region;
- information about calling of first local elections in unified territorial communities, which comprised territory communities of cities of regional subordination and territorial communities of population centers of neighboring districts;
- information from First Deputy Regional Development, Construction, Housing and Public Utility Economy Minister of Ukraine V.Nehoda about the concepts of legislating the legal status of prefects as one of the key issues of the decentralization reform (in the development of amendments to the Constitution of Ukraine touching the decentralization of power reflected in the draft law No. 2217a);
- addresses of Verkhovna Rada Committee on Legal Policy and Justice on the order of financing of first elections of monitors;
- information from some local self-government bodies about renaming of population centers and districts with names containing symbols of the communist totalitarian regime;
- information about fulfillment of duties by local self-government bodies, whose members were not elected on October 25, 2015;
- information about issues of implementation of the Law of Ukraine "On cooperation of territorial communities."
On October 7, 2015, the Committee approved its Explanation touching the procedure of reporting to respective territorial community by village, small town and city heads and deputies of village, small town and city councils.
As a result of consideration of the information about resolutions of the Central Election Commission dated August 29, 2015 Nos. 207-208 at the meeting of the Committee on September 2, 2015, people's deputies/members of the Committee elaborated and submitted for consideration of the Verkhovna Rada a draft resolution of the Verkhovna Rada of Ukraine on amendments to Item 4 of the Resolution of the Ukrainian Parliament No. 3017 "On calling election of deputies to local councils and election of village, small town and city heads in 2015" and the draft law No. 3018 on amendments to Item 4 of Chapter XV "Final and Transitional Provisions" of the Law of Ukraine "On local elections."
