A. Reka recalled that the recommendations of Committee hearings on the implementation of the Law of Ukraine "On cooperation of territorial communities," which took place on June 11, 2015 in the city of Poltava, in particular, offer that:

Continue, in cooperation with state government and local self-government bodies and their associations and other interested organizations, analyzing the practice of applying the Law of Ukraine "On cooperation of territorial communities."
1. Systematic ensuring of IMC (inter-municipal cooperation) development, which foresees, first of all, the analysis of those forms of cooperation of territorial communities, which either do not acquire practical implementation at all, or have quite limited application in practice, and also working out of practical recommendations concerning overcoming of existing difficulties and obstacles.
2. Formation and development of a strong system of institutional ensuring of IMC development. Thus, in the Poltava region, at the initiative of the regional council and the regional state administration established was a resource center "Extensive development of territories," which engages in promotion and development of the topic of territorial communities cooperation.
3. Appropriate funding and resource provisioning of IMC development, primarily at the expense of the state budget (in particular at the expense of the state fund of regional development), local budgets and money of international donor organizations. In this regard, positive is the practice of the Poltava regional council concerning commencement - in the framework of holding of the regional competition of local self-government development - of financial support for projects of territorial communities cooperation development (fourth category of the competition).
4. Conduct of powerful information and education campaign (for leadership, other officials of local self-government bodies, local councils deputies, the public) on the development of IMC and creation of a specialized portal (website) on IMC.
5. Organization of training of civil servants and local self-government officials in charge of IMC.
A. Reka proposed all concerned state government and local self-government bodies to familiarize with the mentioned report, as well as continue at the level of the Committee the activities for monitoring over the implementation of the Law of Ukraine "On cooperation of territorial communities."
The proposal was supported, and the information was taken into consideration.
