According to the Secretariat of the Committee, the elaboration of the draft law was initiated by Chairperson of the Committee Olha Bohomolets after the Committee's roundtable entitled "Psychiatric support in Ukraine. Current challenges and ways to reform."

The amendments offered by the draft law are aimed at bringing the Ukrainian legislation touching the provision of psychiatric support to the population in line with the European standards in this field. Besides, this legislative act offers to regulate a number of problems related to: holding of psychiatric examination of a person less his/her acknowledged approval or respective approval of his/her legal representative; prevention of possible violations during hospitalization to a mental hospital; representation of person's interests at court; etc.

The Committee plans to complete the work on this draft law and submit it for consideration of the Verkhovna Rada soon.

According to the Committee members, the adoption of this law will facilitate the improvement of social protection of disabled people, will prevent from violations by persons taking care of psychologically disabled people, etc.

The Committee considers that the adoption of this draft law will allow decreasing the number of appeals of Ukrainian citizens to the European Court of Human Rights and decrease the amount of compensations from the state budget under respective rulings of the Court.
