As, in particular, is specified in the text of the document, the reform of administrative services has been declared in Ukraine and still in progress. Thus, on September 6, 2012 the Verkhovna Rada of Ukraine adopted the Law of Ukraine "On Administrative Services," under which administrative service is defined as a result of exercise of administrative powers by the subject of administrative services provision at the request of a person or legal entity, aimed at the acquisition, change or termination of rights and / or duties of such person or entity.
The requirements of this Law were also extended to the provision of extracts from registers, certificates, references, copies, duplicates of documents and other actions foreseen by the Law, following which the subject of the appeal and the object in his/her ownership, possession or use, is provided with or obtains confirmation to a special legal status and / or fact.
The said law also clarifies such concepts as "information and technology cards of administrative services," "Unified state portal of administrative services," "Registry of administrative services," "Center of the provision of administrative services." According to the Law, the center of administrative services provision is a permanent current working body or a structural subdivision of the executive body of the town, village council or Kyiv, Sevastopol city state administration, district, district in cities of Kyiv and Sevastopol state administrations, in which they provide administrative services through the administrator by means of his interaction with the subjects of administrative services provision.
Recently implemented systematic steps of central and local governments demonstrate understanding in government circles at all levels of importance and the need for making reforms in the sphere of ??administrative services provision.
