O.Boiko as one of the authors of the draft law (No. 3149), pointed to the fact that the draft law proposes making amendments to the Code of Ukraine on Administrative Offences and the laws of Ukraine "On state regulation of production and turnover of ethyl, cognac and fruit spirit, alcohol drinks and tobacco products," "On local self-government in Ukraine" in order to legitimize the practice of local self-government bodies of the introduction within the respective administrative-territorial unit of a ban on the sale of alcohol at night.
O.Boiko drew attention to the findings of the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat, which supports the idea of the draft law in view of the expansion of powers of local self-government bodies, and proposes to adopt the draft law as a basis following the consideration in the first reading.
She also reported on the findings of the All-Ukrainian association of local self-government bodies “Association of Ukrainian Cities," which supports amendments to the legislation of Ukraine proposed in the draft law.
