During the consideration of the draft law No.2012a the Committee Chairperson Serhii Vlasenko said that the aim of the draft law is to optimize the processes of local self-government execution through decentralization of power and empowerment of local self-government bodies. The author of the draft law proposes to make amendments to Articles 10, 26, 42, 43 and 58 of the Law of Ukraine "On local self-government in Ukraine," according to which introduced is the mechanism of formation of the structure and staff of executive bodies, secretariat of the council and its executive committee exclusively by bodies of local self-government.
The Committee members were positive about the proposed amendments because the draft law offers to abolish the model according to which the Cabinet of Ministers of Ukraine was empowered to determine the structure of local self-government bodies, the number of their employees and the volume of funding.
Settling of corresponding issues is proposed to make through self-regulation by local self-government bodies. It was noted that in doing so they strengthen implementation of the principle of legal, organizational, material and financial independence of local self-government, enshrined in Article 4 of the Law of Ukraine "On local self-government in Ukraine." It was also said that this approach complies the provisions of the European Charter of Local Self-Government, which stipulate that without prejudice to more general statutory provisions, local authorities shall be able to determine their own internal administrative structures in order to adapt them to local needs and ensure effective management.
