The Law was elaborated to optimize expenditures of the state budget and bring the terms of the Budget Code of Ukraine in line with the amendments to the sectoral and tax legislation, which offers: to optimize the number of major administrators of budget funds; to determine clear rules of amending the state budget during the budget year to raise transparency and predictability of the fiscal policy; to regulate financing of subventions for current expenditures by health care establishments; to regulate the right of the Ministry of Finance of Ukraine to receive information containing bank secret, personal data in the frames of the control of observance of budget legislation in terms of monitoring of pensions, assistances, privileges, subsidies, other social assistances.
