The legislative act sets the following general indicators of the state budget for 2016:
- revenues - at UAH 595.1 billion;
- expenditures - at UAH 684.5 billion;
- budget deficit - at 3.7% of the expected GDP.
The expenditures for defense and security are set at UAH 113.6 billion or 5% of the GDP.
The Law sets the ceiling volume of the state debt of UAH 1,501,479,663,500 as at December 31, 2016.
The Document sets the living wage per capita per month at UAH 1,330 starting January 1; from May 1 - UAH 1,399, from December 1 - UAH 1,496, and for major social and demographic groups of the population:
children under 6 years old: from January 1, 2016 - UAH 1,167, from May 1, 2016 - UAH 1,228, from December 1, 2016 - UAH 1,313;
children aged 6-18: from January 1, 2016 - UAH 1,455, from May 1, 2016 - UAH 1,531, from December 1, 2016 - UAH 1,637;
able-bodied persons: from January 1, 2016 - UAH 1,378, from May 1, 2016 - UAH 1,450, from December 1, 2016 - UAH 1,550;
disabled persons: from January 1, 2016 - UAH 1,074, from May 1, 2016 - UAH 1,130, from December 1, 2016 - UAH 1,208.
In 2016, the Document sets the minimum wage per month: from January 1 - UAH 1,378, from May 1, 2016 - UAH 1,450, from December 1, 2016 - UAH 1,550;
hourly level is set at: from January 1 - UAH 8.29, from May 1, 2016 - UAH 8.69, from December 1, 2016 - UAH 9.29.
The Law rules that in 2016, the level of provision of the guaranteed minimum to assign assistance in compliance with the Law of Ukraine "On state social assistance to disadvantaged families" in percentage ratio to the living wage for the major social and demographic groups of the population is set at: for able-bodied persons - 21%, for children - 85%, for disabled persons - 100% of respective living wage.
The size of the state social assistance to disadvantaged families in 2016 cannot exceed 75% of the level of the guarantee of the living wage for a family.
The level of the guaranteed minimum to determine the right to exemption from payment for nutrition of child at state and municipal pre-school establishments in compliance with the Law of Ukraine "On pre-school education" is raised in correspondence with the increase in the size of the living wage in 2016.
The Law ensures budgetary assignments to major administrators of the state budget funds for 2016 by principled executors under the budget programs, allocation of costs for centralized measures among administrative-territorial units, allocation of costs for the needs of justice among local courts and courts of appeal and inter-budgetary transfers for 2016.
The Law enshrines the list of loans attracted by the state to the special fund of the State Budget of Ukraine for 2016 from foreign states, banks and international financial organizations to implement investment projects in compliance with the Supplement No. 9 to this Law.
The Legislative Act allows the Ministry of Finance of Ukraine to amend the special fund of the state budget to reflect actual attraction of loans in 2016 under respective decision of the Cabinet of Ministers of Ukraine agreed with the Verkhovna Rada Committee on Budget Affairs.
The Law also rules:
the revenues are the proceeds envisioned by Section 2 of Article 29 of the State Budget of Ukraine (except from the proceeds enshrined in Article 11 of this Law) taking in account peculiarities envisioned by Item 17 and 171 of Chapter VI "Final and Transitional Provisions" of the State Budget of Ukraine, as well as the profit and income taxes paid by the companies engaged in lottery business, sale of automobiles, water and aircrafts, farm machinery, equipment and machinery on the books of state bodies and other bodies established by the state.
The Law rules that subvention from the state budget to local budgets for creation of infrastructure of unified territorial communities is distributed among local budgets mentioned in the Supplement No. 10 of this Law.
Pursuant to the Law, the distribution of costs of the state budget to support state and regional investment projects among the major administrators of state budget funds is provided by the Cabinet of Ministers of Ukraine following agreement with the Verkhovna Rada Committee on Budget Affairs.
