The authors of the draft law (No.3381) - Committee members M.Fedoruk and O.Dehtiarchuk - informed the Committee that the purpose of the submission of the draft law is to create a legislative framework for the proper ensuring of the activity of executive staffs of regional, district councils in some territories of Donetsk and Luhansk regions in the absence of chairpersons of respective councils and their deputies or their inability to fulfill the authorities.
The above is achieved through supplementing Article 58 of the Law of Ukraine "On Local Self-Government in Ukraine" with two new sections, envisaging that in the territories of Donetsk and Luhansk regions, where sessions of respective regional and district councils are not called and not carried out, and the authorities of these councils are fulfilled by military-civilian administrations, formed in line with the Law of Ukraine "On Civil-Military Administrations," in the absence of heads of regional and district councils, first deputy heads of regional councils, deputy heads of regional, district councils and in case of failure of these officers to fulfill their duties for other reasons, the executive staff of the respective council is temporarily headed - by virtue of the position - by the chief of administration of the council's executive staff.
