In particular, members of the Committee on European Integration examined the draft Law "On the State Budget of Ukraine for 2016" No.3000 and a number of draft laws on their compliance with legislation of the European Union, Ukraine's commitments in the framework of the Council of Europe and the Association Agreement between Ukraine on the one part, and the European Union, the European Atomic Energy Community and their member states on the other part.
The Committee on Budget supported the draft decisions on 14 draft laws; it considered the coordination of redistribution of state budget expenditures envisaged for the major administrators of the state budget funds; concerning the finalized draft Law on the State Budget of Ukraine for 2016 No.3000, it recommended to adopt the draft resolution "On peculiarities of the procedure of consideration and adoption of the draft law on the state budget for 2016" No.3000-P1; as to the draft Law "On amendments to the Budget Code of Ukraine (concerning coordination of provisions of the Budget Code with amendments to sector-oriented and taxation legislation) No.3629, it decided that the Parliament should personally decide on it; it recommended that the Verkhovna Rada consider the draft resolution "On peculiarities of the procedure of consideration of draft laws connected with the adoption of the draft Law of Ukraine on State Budget of Ukraine for 2016" No.3000-P, on which the Parliament should decide personally.
The Committee on Social Policy, Employment and Pension Provision examined government draft laws concerning certain provisions of the social policy, amendments to the Budget Code and the draft State Budget of Ukraine for 2016.
The Committee approved the Committee's remarks and suggestions to the draft Law "On the State Budget of Ukraine for 2016" No. 3000.
The Committee members recommend that the Parliament adopt as a basis the draft law on the creation of competitive conditions in taxation and stimulation of economic activity in Ukraine" No. 3631.
Following the examination the Committee recommends that the Parliament return for finalization draft laws: on amendments to some legislative acts of Ukraine concerning stabilization of the financial condition of the State and improvement of certain provisions of the social policy (No.3628); on amendments to the Budget Code of Ukraine (concerning coordination of Budget Code provisions with amendments to sectoral and tax laws) (No.3629); on creation of competitive conditions in taxation and stimulation of economic activity in Ukraine (No.3630).
Several Committees also held hearings.
The Committee on Environmental Policy, Nature Resources Utilization and Elimination of the Consequences of Chornobyl Catastrophe held hearings on the topic "Environmental sector reform: change of the system of supervision over the compliance with legislation."
At the hearing it was noted that the current state of the environment, extraction of minerals, water, land and forest resources, flora and fauna, biological resources, waste management demonstrates imperfection of the existing system of supervision over compliance with environmental legislation.
The Committee on Family Matters, Youth Policy, Sports and Tourism held hearings on the topic "Formation of Patriotism and National Consciousness among Children and Youth in Present-Day Conditions."
During the discussion, they stressed that the formation of patriotism and national consciousness among children and youth is a matter of national security, and on effectiveness of its implementation depends the success of development of all other spheres of the State and the Ukrainian society.
The Committee on State Building, Regional Policy and Local Self-Government set up a working group to elaborate a concept of reforming and developing the awards system of Ukraine.
Chairpersons of the Parliamentary Committees took part in several events and held meetings.
Chairperson of the Committee on State Building, Regional Policy and Local Self-Government Serhii Vlasenko took part in a ceremony dedicated to 30th anniversary of opening for signature of the European Charter of Local Self-Government and 20th anniversary of Ukraine's membership in the Council of Europe.
During the ceremony the attention was focused on the Ukrainian experience in implementing the principles of the Charter and local self-government reform in Ukraine.
Deputy Chairperson of the Committee on Legal Policy and Justice Serhii Alekseyev participated in a meeting with representatives of the "Parliamentarians for Global Action" International Network.
During the meeting they pointed to the fact that before making a final decision on the ratification of the Rome Statute and terms of its entry into force it is necessary to thoroughly study the best international practices.
Chairperson of the Committee on Social Policy, Employment and Pension Provision Liudmyla Denisova held a meeting with the mission of International Labour Office’s experts.
The sides discussed a number of issues touching the social security of citizens of Ukraine, in particular, concerning the preparation of the draft law on the ratification by Ukraine of ILO Convention No.102, which provides for minimum standards in medical care, benefits in case of sickness, unemployment, old age, employment injury or occupational disease, maternity, in case of disability, death of breadwinner, and family benefits; establishes standards of periodical payment of benefits; proclaims the principle that non-national residents have the same rights as national residents.
People's deputies also participated in an international seminar on the International Criminal Court and the prospects of the Rome Statute ratification.
During the discussion they emphasized that Ukraine will surely benefit from the ratification and implementation of the Rome Statute, as this will help to create a fair and equitable justice system in Ukraine, and will enable full participation of Ukraine in the activities of the International Criminal Court.
People's deputies Iryna Heraschenko, Maria Ionova, Lilia Hrynevych, Iryna Friz and Artur Herasymov took part in a panel discussion on the role of women-politicians in peacebuilding.
During the discussion, they raised the question of the importance of women's leadership in conflict resolution, peace negotiations, and post-conflict recovery. During the event they paid attention to the importance of women's participation in peacebuilding processes, over the need to take into account the specific problems and needs of women caused by the situation in the Luhansk and Donetsk regions.
Delegation of the Verkhovna Rada of Ukraine headed by Chairperson of the Committee on Foreign Affairs Hanna Hopko visited Hungary.
During the visit the Ukrainian delegation was received by Minister of Foreign Affairs and Trade of Hungary Peter Szijjarto and Deputy Speaker of the National Assembly of Hungary Sandor Lezsak, and held talks with the Chairperson and members of the Foreign Affairs Committee of the Hungarian National Assembly, and the Chairperson and members of the Hungarian part of the Friendship Group on inter-parliamentary relations "Ukraine-Hungary."
In the course of the meetings the sides discussed the situation in Ukraine, bilateral cooperation in political, economic, cross-border and energy spheres, EU-Ukraine relations and cooperation in the framework of international organizations.
They carried out an expert round-table on modern technologies of content monitoring in state government bodies.
The meeting was attended by heads of
monitoring services of state government bodies and experts.
The participants of the expert round-table agreed that it is very important to
improve the technology of the information space monitoring. In addition, they
pointed to the significance of using analytical materials in the formation of
the state information policy.
