The
meeting was held on December 17 under the chairpersonship of Committee
Chairperson Iryna Heraschenko.
During the meeting, the Committee members examined the draft law "On the
State Budget of Ukraine for 2016" No.3000. In order to ensure proper
financing of Ukraine's obligations undertaken in the framework of the visa-free
dialogue Ukraine-EU, the Committee members decided to address the Cabinet of
Ministers of Ukraine, the Ministry of Finance of Ukraine and the Committee on
Budget with a proposal to increase expenditures on the National Anti-Corruption
Bureau, the Specialized Anti-Corruption Prosecutor's Office, the National
Agency for Prevention of Corruption, and also increase funding of the Ministry
of Foreign Affairs and the Ministry of Economic Development in order to ensure
protection of national interests in the sphere of foreign policy. At the same
time, MPs offer to envisage a separate article of expenditures on regional
development and cross-border cooperation.
People's deputies supported the draft law No.0072. The need for ratification of
this Agreement follows from Article 9 of the Law of Ukraine "On
International Treaties of Ukraine" and Article 32 of the Law of Ukraine
"On State Secrets," according to which the classified information and
material storages of such information may be transferred to a foreign state or
an international organization only on the ground of international treaties the
Verkhovna Rada of Ukraine had agreed to be bound by.
During the meeting, the Committee members examined a number of draft laws on their compliance with legislation of the European Union, Ukraine's commitments in the framework of the Council of Europe and the Association Agreement between Ukraine on the one part, and the European Union, the European Atomic Energy Community and their member states on the other part.
In particular, the Committee members declared draft laws Reg. Nos. 3461, 2952, 3501, 3261, 2702 and 2702-1 not contradicting the international legal obligations of Ukraine in the framework of the Association Agreement.
The purpose of the draft law No.3461 is entitling the National Police of Ukraine to apply negotiating procurement procedure in case of urgent need caused by the emergence of special economic or social circumstances disabling customers to abide by the terms of holding competitive bidding procedures, namely having relation to the urgent liquidation of consequences of emergency situations of man-caused and natural character, or with a specific period.Draft law No.2952 proposes to amend the Law "On legal status of foreigners and stateless persons," according to which the Ministry of Foreign Affairs of Ukraine and its representative offices are entitled to register passports of private domestic workers of employees of diplomatic missions and consular offices of foreign states in Ukraine and also persons working on an employment contract and not included into the personnel of diplomatic and consular missions of foreign states in Ukraine.
The purpose of adopting the draft law No.3501 is the implementation of the second phase of the EU-Ukraine Action Plan on visa liberalization envisaged in the fourth block of the Action Plan.
The draft law No.3261 is aimed at optimization of the legislative regulation of problematic issues of mandatory state social insurance, in particular monetization of social services provision, clarification of the grounds for termination of insurance payments, strengthening of the role of insurance experts during the investigation of accidents at work, etc.
Draft laws Nos. 2702 and 2702-1 are close in content and have the same subject of regulation. The aim of the draft laws is to perfect the relevant provisions of the current legislation aimed at further modernization of the field of outdoor advertising taking into account modern domestic and foreign trends.
The Committee members declared the draft law No.3011 not contradicting in general the international legal obligations of Ukraine in the framework of the Association Agreement, but it needs to be finalized taking into account the remarks made. The draft law aims to perfect the procedure of registration and certification of ultralight aircraft, in particular to bring it closer to the relevant European practice.
However, the deputies declared as not complying with the EU law the draft law No.3336.
At the same time, they made a number of remarks and propositions to the draft law No.2437a.
