The event was held on December 16, 2015 under the chairpersonship of the Committee Chairperson Mykola Tomenko.
Participating in the discussion were people's deputies of Ukraine, heads and representatives of central bodies of executive power, scientific institutions, the National Academy of Sciences of Ukraine and branch institutes, NGOs and scientists.
At the hearing it was noted that the current state of the environment, extraction of minerals, water, land and forest resources, flora and fauna, biological resources, waste management demonstrates imperfection of the existing system of supervision over compliance with environmental legislation.
Analysis of the actual situation in the work of government supervising bodies shows the need for change of the existing structure and methods of work.
Taking into account the Agreement on Coalition of Parliamentary Factions "European Ukraine," they provide for reforming of the system of environmental management and integration of environmental policy into other sectoral policies, which requires a comprehensive approach. In particular, envisaged is the reform of the system of public supervision and control in the sphere of environmental protection in order to reduce the number of inspections and increase their efficiency.
Reforming of the environmental system is also provided for in Chapter 6 (Environment) of Title V "Economic and Sector Co-operation" of the Association Agreement between Ukraine and the European Union, according to which it is necessary to ensure strengthening in Ukraine of the environmental activity by increasing its efficiency in order to preserve, protect, improve and rehabilitate the quality of the environment, and integration of the environmental policy into other spheres.
Summing up the discussion, Mykola Tomenko stressed the need for building up a system of environmental management and integration of the environmental policy into other spheres on the basis of a systematic strategy, taking into account the need to finance basic programs, structural, substantial and systematic work of government bodies on the basis of evidence-based approach.
The Committee plans at a nearest meeting to examine the proposals submitted by the participants of the hearing and make the appropriate decision.
