Respective decision was taken by the Committee members at their meeting on December 9.
The new wording of the draft law No. 1581 offers to tackle the following problems of housing-public utility sector:
- deepening of demonopolization of housing-public utility sector and creation of competitive environment in the market of services, improvement of the system of management of relevant enterprises, raise of efficiency of enterprises' activity;
- technical reequipment of housing-public utility sector, shortening of specific indicators of consumption of energy and material resources, creation of effective mechanism of encouragement of alternative energy sources and types of fuel;
- accumulation of funds and their use to hold overhauls, reconstruction and modernization of apartment buildings.
The new wording of the draft law has also been agreed with the concerned parties — the Regional Development, Construction, Housing and Public Utility Economy Ministry; National Commission for State Regulation of Energy and Utilities; relevant associations and non-government organizations.
