The law determines the peculiarities of consumers' access to information on setting prices/tariffs, energy efficiency measures, formation and implementation of investment programs in the fields of supply of electricity, natural gas, heat supply, centralized hot water supply, centralized drinking water supply and water disposal.
According to the law, customers in the fields of supply of electricity, natural gas, heat supply, centralized hot water supply, centralized drinking water supply and water disposal are provided with guaranteed unobstructed and free access to information on:
1) consumer rights, place and procedure for obtaining the information by consumers;
2) prices / tariffs, their components for all categories of customers, changes in prices / tariffs;
3) the share and cost of electricity produced by generating facilities (by types of generating facilities) in the wholesale price for electricity;
4) the share and cost of electricity produced by generating facilities (by types of generating facilities) in the weighted average price for electricity for consumers;
5) comparison of prices / tariffs for goods and services in different regions of Ukraine, as well as in Ukraine and other countries;
6) forecasts of changes in prices / tariffs and justification for the necessity of such changes in accordance with the statement of business entity, which is provided for the setting of tariffs for goods and services;
7) dynamics of change of historical cost of prices / tariffs components over the last five years;
8) qualitative characteristics of goods and services;
9) the list, cost and terms of provision to consumers of additional services;
10) average monthly payment for private households for consumed goods and services – by categories of consumers;
11) the amount of debt on payment for consumed goods, services, the period of such debt accumulation – by categories of consumers;
12) the procedure for granting and calculating subsidies for reimbursement of expenditures for paying for housing and utility services, purchase of liquefied gas, solid and liquid household fuel, and privileges to certain categories of citizens;
13) investment programs of licensees and sources of their financing, attracted loans and their purpose, reports on the implementation of the approved investment programs;
14) energy saving measures;
15) State target and other energy efficiency programs.
