During the Committee meeting on November 25, it was noted that draft law No. 3483, submitted by the Cabinet of Ministers, provides for involvement of divisions for internal and own security of the State Border Service of Ukraine in the counterintelligence work (in consultation with and coordination by the Security Service of Ukraine).
The relevant amendments are proposed to Articles 5, 6 and 8 of the Law on Counter-Intelligence Activity.
Draft law adoption during the debate was determined by the fact that the intensification of intelligence-subversive activity of special services of Russia is noted along the entire length of the border between Ukraine and Russian Federation.
This situation requires immediate implementation of strict counterintelligence regime and building of a strong and effective system of counterintelligence activities on the Ukrainian-Russian state border. In particular, we can strengthen the position of our country on the border, in particular, through the involvement of counterintelligence departments of internal and own security of the State Border Service of Ukraine.
According to the people’s deputies, the interaction between the State Border Service and the Security Service of Ukraine will ensure the successful preventive and offensive actions of our country for protection and defense of the state border of Ukraine, protection of national security at the state border of Ukraine and controlled border areas.
The Committee members believe that the draft law will promote the avoidance, early detection and prevention of external and internal security threats to Ukraine on the state border, termination of intelligence, terrorist and other illegal encroachments of special services of foreign states and organizations, some groups and individuals on the national security of Ukraine, and eliminate the facilitating conditions and their causes.
