The Law defines legal, organizational and financial principles of functioning and development in the field of scientific and scientific-technological activities and creates conditions for performing scientific and scientific-technological activities, for meeting needs of the society and the State in technological development through cooperation of education, science, business and the government.
The level of the development of science and technology is a decisive factor of the progress of society and wellbeing of citizens. This stipulates the necessity of priority support of the State to development of science as a source of economic growth and integral element of the national culture and education. this also stipulates facilitation of the use of achievements of the national and world science for meeting social, economic, cultural and other needs of citizens.
