A session of the Standing Committee of the Parliamentary Assembly of the Black Sea Economic Cooperation took place in Bucharest on November 25 on the eve of the General Assembly of the BSEC. Amendment proposals to the PABSEC statutory documents was one of the questions of the session.

During her speech Lyudmyla Denisova, Head of the PABSEC Ukrainian Delegation, noted that sessions of committees of the Assembly is the main place for discussions of parliamentarians from 12 countries of the region. "The current PABSEC Rules of Procedure does not limit either the number of speeches or duration of speeches of members of committees for free exchange of opinions," she emphasized.

Lyudmyla Denisova gave as an example a recent discussion within of the PABSEC Cultural, Educational and Social Affairs Committee on the topic of cultural property. Following the discussions an amendment proposal of the Ukrainian delegation on the matter was adopted.

"For this reason the Ukrainian delegation did not support the antidemocratic amendment proposal of Russia to Rules of Procedure curtailing the right to express opinions different to Russian opinions," she said.

Members of the PABSEC Standing Committee rejected the Russian amendment proposal through voting.
