In the course of his speech at a news briefing, the initiator of holding the so-called Economy Day in the Parliament, Chairman of the Committee on Industrial Policy and Entrepreneurship Viktor Halasiuk informed the audience of the bills included in the agenda of the day and aimed at ensuring change of the trajectory of the country’s economic development from recession and "free fall" to revival and economic growth.

The Committee Chairman said that among the bills scheduled for consideration on Thursday, November 12, are both industrial and investment bills dealing with the country’s economy in general and sectoral ones.

Halasiuk said that in particular, in the first group is the draft law "On Amendments to Certain Legislative Acts of Ukraine (regarding the removal of regulatory barriers to the development of public-private partnership in Ukraine and promotion of investments)” No.1058. According to his words, the mechanism of public-private partnership is successfully implemented in most countries, and allows drawing tens of billions of dollars of direct foreign investment. Halasiuk stressed that financing of complex infrastructure projects is not possible without the use of such mechanism.

Also during the Economy Day will be examined the draft law "On Amendments to Certain Legislative Acts of Ukraine (regarding the removal of regulatory barriers to the development of a network of industrial parks in Ukraine)” No.2844, which will allow to develop a network of finished industrial sites for the most beneficial attraction of investors. "Industrial parks is a so-called magnet for investments in the real sector of economy - in the Ukrainian industry, which has to be immediately renovated," the parliamentarian said.

Special attention should be paid to the draft law "On ensuring large-scale export expansion of Ukrainian producers through insuring, guaranteeing and cheapening export crediting" No.2142a, which provides for establishing an export credit agency. "This special-purpose institution will allow to provide Ukrainian SMEs with not declarative, but real financial support, namely with cheaper loans, insurance, guaranteeing of export contracts, using the best European approaches. This is a real help to Ukrainian business in their reorientation to European and other foreign markets," the author of the draft law said.

What concerns sectoral legislation, on November 12 the Parliament is expected to complete those bills, which promote development of wood working, metallurgy and an innovative electric transport industry.

Thus, the bills "On Amendments to Chapter XX "Transitional Provisions" of the Tax Code of Ukraine (concerning peculiarities of taxation of operations on importation into the customs territory of Ukraine and supply on the customs territory of Ukraine of woodworking equipment for restoration of industrial production)” No.2617 and "On Amendments to Chapter XXI "Final and Transitional Provisions" of the Customs Code of Ukraine (concerning peculiarities of imposition of import duty on woodworking equipment for restoration of industrial production)” No.2618 temporarily abolish VAT and import duty on imported woodworking equipment, which will allow domestic woodworking enterprises to replace obsolete equipment and make this process 20 - 25% cheaper.

Temporary abolition of import duty and VAT on electric vehicles foreseen by the bills "On Amendments to the Law of Ukraine “On Customs Tariff of Ukraine" concerning abolition of the import duty on electric vehicles” No.1674, and "On Amendments to Chapter XX "Transitional Provisions" of the Tax Code of Ukraine concerning peculiarities of taxation of importation and delivery of vehicles equipped with electric engines” No.1912 will allow to make a step towards Ukraine's independence from Russia’s energy resources, save money of the Ukrainian population on fuel and create more jobs as a result of new innovation infrastructure development.

The Committee Chairman said that the Economy Day will be held for the first time in the history of the Verkhovna Rada, and is extremely important for the Ukrainian economy and the society. In connection with this, Halasiuk called on his colleagues to be responsible as much as possible, namely to be present at the voting and support approval of strategically important bills. "It is not a question of politics – it is a question of survival and success of the Ukrainian economy and the State. We have for long ignored the needs of the industry. It is time to correct the situation," he said.
