The meeting of the Committee took place on November 20, 2015.
In her speech Committee chairperson Lilia Hrynevych recalled that on November 10 - World Science Day for Peace and Development - the Verkhovna Rada adopted draft Law "On scientific and research activities" No.2244a at first reading. "The draft law creates ground and provides mechanisms for practical changes," she said. Lilia Hrynevych noted that updates in the form of a comparative table were prepared by a workgroup with the Committee for the second reading.
The group included representatives of the Education and Science Ministry of Ukraine, authors of alternative draft laws, and non-government organizations.
On the base of the governmental draft law following discussions of all vital positions of alternative draft laws (132 updates were considered) the comparative table in the wording of the Committee was produced. The meeting focused on the discussion of the comparative table.
The meeting participants paid special attention to the question of requirements for leaders of scientific institutions and the question of time and procedure of endorsement and registration by the Justice Ministry of Ukraine of the new Bylaws of the National Academy of Science.

Reference information: the draft law creates a legal field for establishing ties between the Ukrainian science and European Research Area (ERA) (through preferences (including in outlays) of realization of international technical programs and projects of state scientific institutions and establishments). The draft law provides for clear-cut structure, functions and role of the National Council of Ukraine for questions of development of science and technologies in provision of effective cooperation of representatives of the scientific society, bodies of the executives, and the real economy sector in formation and implementation of the single state policy in the field of science and research activities.
