The draft law offers to impose a moratorium on levying fees, fines and other financial sanctions by energy distribution companies in case of untimely payments for consumed natural gas and services of its transportation and for electric energy on economic entities, which pay tariffs for heat energy, services of centralized water supplies and water drainage at the level set lower than the prime cost taking in account the edge level of profitability; which do not have costs and losses for such tariffs fully compensated; and which do not have losses from provision of privileges for payment for consumed heat energy compensated to certain categories of consumers, until they receive the said losses and costs fully compensated in accordance with the established procedure.
