Chairperson of the subcommittee for questions of civil service and service in the bodies of local self-government Aliona Shkrum noted that the said draft law (No. 2427a) is positioned by the subject of the legislative initiative as being aiming at simplification of access to information about all vacant positions of the civil service on one website. The draft law suggests posting information about vacant positions of the civil service on the website of the National Agency of Ukraine for questions of civil service. It also suggests making the National Agency of Ukraine for questions of civil service in charge of maintaining on-line register of vacant positions of the civil service, organization and provision of open access to data of this register through the website.
Aliona Shkrum said that Verkhovna Rada Committee on Budget noted that the draft law would have effects on the indexes of the budget (will boost expenditures of the State Budget). At the same time the Main science and expert department of the Staff of the Verkhovna Rada of Ukraine supports the idea of the draft law on the whole.
During the debates on the draft law at the meeting of the Committee participants in the meeting made allowance for the fact that the question is regulated by draft Law of Ukraine "On civil service" (No. 2490) prepared by the Committee for consideration at second reading. Unit 13, section 3, Article 13 of the draft law envisages that maintenance and publication of the single register of vacant positions of the civil service in state bodies and winner in competitions to fill in vacancies is referred to the authority of the central body of the executives in charge of formation and realization of the state policy in the field of civil service. Section 1, Article 23 foresees publication of information about a vacant position of civil service on the official website of a state body holding the competition also.
Moreover, people's deputies of Ukraine - members of the Committee emphasized that in case of adoption and publication of draft law No. 2490 by January 1, 2016, the draft law submitted by people's deputy O. Feldman will lose effect, as the Law of Ukraine "On civil service" dated November 17, 2011, No.4050-VI suggested for amending will be terminated.
