The amendments envisioned by the draft law No. 2979 are aimed at preventing offences and crimes at detention centers; improvement of the order of detection and withdrawal of money and other prohibited articles from persons detained; locating detained persons taking in account their personal and psychological compatibility; receipt of parcels or mail without any restrictions; etc.
In particular, the draft law offers to introduce new wording of Article 7 of the Law of Ukraine "On detention," under which "administration of detention centers has right to use audio-video, electronic and other technical means of surveillance to prevent escape and other crimes as well as to guarantee security of persons kept at detention centers, personnel of detention centers and other persons staying on the territory of detention centers. Besides, detention centers administration representatives are obliged to inform persons detained there about the use of the aforementioned means of surveillance."
The Committee members noted the importance of the draft law and stated that its adoption would have facilitate the activity of detention centers and the State Penitentiary Service of Ukraine in general in the field of observance of the law on guarantees of civil and human rights and freedoms.
