The roundtable was held on November 18 and addressed a question of introduction in Ukraine of the state-public model for regulation of the medical activities basing on the institute of the professional self-government of doctors.

Invited participants included people's deputies of Ukraine, representatives of the Presidential Administration of Ukraine, the Cabinet of Ministers of Ukraine, the Healthcare Ministry of Ukraine, the Justice Ministry of Ukraine, other competent ministries and agencies, the National Academy of Medical Science of Ukraine, the National Academy of the State Management under the President of Ukraine, leading medical and law institutions and universities, medical societies of Ukraine, the medical trade union, and representatives of non-government organizations.

Increasing the duration of life and life quality, improvement of health of people is one of key priorities of the social policy of the State and a question of its national security.

It is worth noting that most of professional medical organizations in the world are represented by national associations. Although in some countries they are called chambers, unions, fellowships, their forms and content have features of professional associations. They aim at regulating professional medical activities to facilitate quality and high competitive abilities. They take responsibility for observation of ethical rules by representatives of the profession. This professional code is the basis for the medical legislation in most of prominent countries of the world and is reflected in a lot of international documents.

While introducing in Ukraine the institute of professional self-government in the system of healthcare it is expedient to take into consideration positive international experience. The high level of the institute of professional self-government in Europe owes, among others, to persistent observation and introduction of the principle of fair distribution of authorities in managing economy and the social sector, including healthcare.

The practice in European countries shows that functioning of organizations of professional self-government, including in the healthcare sector, pursues mostly the following aims and challenges:

facilitation of organizations of professional activities, including through their participation in the procedures of access to profession (licensing) and exclusion from profession (disqualification);

improvement of professional skills of members of profession, and facilitation of education of persons who claim the right to performs such activities;

increasing the level of liability for damage of members of profession before clients (creation of compensation fund);

representation of interests of profession and provision of information about activities of organizations of professional activities;

development of international ties and exchange of experience with foreign organizations of professional activities;

Thus, the development of the state-public system of management of the healthcare sector in Ukraine with the help of realization in it of professional self-government should envisage at the level of legislation definition of organizational and legal forms, structure and sources of funding of self-governing organizations and provision of the following functions by law:

participation in the socio-political life;

participation in introduction and development of the state-public system of management in the healthcare sector;

introduction of self-government of the professional medical activities;

protection of rights and interests of medical (pharmaceutical) workers.

Participants of the roundtable considered various aspects of possible introduction of the system of the professional medial self-government in Ukraine, discussed the current preconditions and prospects for introduction this important institute of civil society and emphasized the necessity to observe interests of both the medical society and patients.

The roundtable participants advocated adoption of law of Ukraine to regulate the question of professional medical self-government.
