On November 11, the Committee members noted that the draft law No. 2191 had been adapted in order to improve the defense system of the state, set time limits of the "special period" in absence of martial law, as well as to expand the authorities of local state administrations related to territorial defense during the special period.
In compliance with the document "special period is the period that starts from the moment of announcement of mobilization (except for targeted one) and/or from the moment martial law is imposed in Ukraine or on some of its territories, or from the start of the military actions, and ends at the moment of termination of the martial law and/or at the end of demobilization."
Respective amendments and supplements are offered to the Law of Ukraine "On defense of Ukraine," "On Armed Forces of Ukraine," "On military duty and military service," "On mobilization," and "On local state administrations."
Besides, the draft law offers to amend the Penal Code of Ukraine to introduce criminal responsibility for preventing execution of military-transport duty during mobilization and preventing mobilization during the special period.
The Committee members supported the draft law, which in their opinion, would raise efficiency of manning and equipping the Armed Forces of Ukraine and other military formations.
