The Verkhovna Rada Committee on Budget Affairs eyed the draft law at its meeting on November 12.
The draft law No. 2223a offers to supplement the list of expenditures from the budget of the Autonomous Republic of Crimea and regional budges for physical training and sports and for implementation of: programs on development of physical training and sports; maintenance and education-training functioning of schools of high sports mastery; Olympic training centers; physical health centers in Autonomous Republic of Crimea and regions; and training of regional teams for sports events of the state level; etc.
Taking in account new approaches to formation of local budgets starting January 1, 2015, new transfer policy in cooperation between local budgets and the state budget, and other measures on budget decentralization, the funding of physical training and sports listed in Article 90 of the Code is allocated from local budgets (in particular, from the budget of the Autonomous Republic of Crimea and regional budgets).
Thus, in compliance with requirements of Section 1 of Article 27 of the Code and Section 3 of Article 91 of the Regulations of the Verkhovna Rada of Ukraine, the draft law required appropriate financial feasibility study (including respective settlements) and proposals as to achievement of the budgets balance.
The Main science and expert department of the Verkhovna Rada Secretariat considers that to take a well-considered decision on the draft law, the Government should provide its expert conclusions.
The Ministry of Finance of Ukraine notes that the implementation of its provisions does not require allocation of funds from state and local budgets as annually local budgets envision the funds for functioning of physical training and sports establishments and organization of sports events.
At the end of the consideration, the Committee recommended that the Verkhovna Rada adopt the draft law as a basis and on the whole.
