The draft law No. 3062 offers to create favorable conditions for the optimization of structure of state economy sector and introduce market methods of management of state property.
In particular, the draft law offers to:
— select state unitary enterprise managerial bodies and rule that supervisory board of a state unitary enterprise is a body engaged in protection of state rights and (within competence set by the statute and the law) in control of activity of enterprise's head;
— create legal grounds to include independent supervisory board members to managerial bodies of state economic entities to improve efficiency of state property management;
— urge to establish (in cases and following the order set by the Cabinet of Ministers) supervisory board (formed of inter alia independent supervisory board members) under state-run enterprises, as well as economic entities, in which state's stake exceeds 50%;
— rule that annualm inter alia consolidated statements of state economic entities is subject of compulsory audit.
Besides, it is offered to urge such economic entities to publish information about their activity (financial statement, information about officials, activity, etc.)
